Top Moves
Benjamin DeAngelo has left the US Environmental Protection Agency (EPA), where he served as first Director of the Office of Climate Adaptation and Sustainability. On LinkedIn, he said “a change in priorities” led him to take an offer from the federal government to exit the position. When reached by Climate Proof, the EPA said it does not comment on personnel matters.
Kevin Stiroh has reportedly left his role as Senior Advisor, Division of Supervision and Regulation, at the Federal Reserve Board, according to Bloomberg. At the Fed, he served as the most prominent official focused on climate-related risks to the US financial system.
Professor Jean-Francois Mercure has been appointed Director of Exeter Climate Policy, a new hub for independent economic analysis aimed at helping governments and finance ministers design and implement climate policies that are resilient, effective, and country-specific. Mercure is an Associate Professor in climate policy at the University of Exeter and has previously worked for the World Bank Group and University of Cambridge.
Victoria Salinas, former Deputy Administrator for Resilience at the Federal Emergency Management Agency (2021-2025), has joined Duke University as the new Climate Leader in Residence, hosted by the Nicholas Institute for Energy, Environment & Sustainability and Duke University Nicholas School of the Environment. During the year-long residency, she will direct efforts on mobilizing private and philanthropic capital for climate adaptation and increasing the pace of resilience action.

New Roles & Promotions
Amy Bailey has been appointed Senior Director of Operations at the Center for Climate and Energy Solutions (C2ES). Amy previously served as Director, Climate Resilience and Sustainability at the think tank, where she spearheaded research and advocacy on resilience policy and advanced efforts to promote public and private investment in resilience.
Ivy Trzebucki has joined the New York City Mayor's Office of Climate & Environmental Justice as Director — Climate Financing Strategist, where she will work on crafting financing structures to support decarbonization and resilience projects across the city. Trzebucki has previously worked for French bank Crédit Agricole and US investment company Oppenheimer & Co.
Charles Ffoulkes has been hired as Associate Director — Climate Adaptation & Resilience at Ricardo Plc, the UK-based engineering and technical consultancy. Ffoulkes previously worked in a similar role at agricultural and environmental consultancy ADAS. He is based in Bournemouth.
Steven Evans has joined SMBC Group as Vice President of EU Sustainability Strategy. Evans takes on the role after a near eight-year stint at Savills Investment Management, where he worked to position the company as a thought leader on climate resilience strategies. He is based in Paris.
Departures
Jeremy Greenberg has left the Federal Emergency Management Agency, CBS News has confirmed. Greenberg served as National Response Coordination Center, responsible for the federal government’s response to storm hazards.
