Departures

  • The Acting Administrator of the US Federal Emergency Management Agency (FEMA) has resigned. David Richardson had served in the role since May of this year, when he replaced the former Acting Administrator Cameron Hamilton — who was ousted from the agency a day after telling Congress he believed FEMA was vital to communities and should not be eliminated, something the Trump White House has called for. Richardson was criticized earlier this year by lawmakers for his lack of responsiveness in the aftermath of the devastating Texas floods in July. Karen Evans, a political appointee at FEMA, will take over as Acting Administrator on December 1.

  • Oliver Marchand has ended a six-year stretch at MSCI, where he served as Global Head of Climate Research. Marchand joined the financial services data company in 2019 after it acquired Carbon Delta — the Swiss-based climate data company he founded. Going forward, Marchand is looking to collaborate on climate adaptation-related data and consultancy initiatives.
