Stacy Swann has been appointed by the multilateral development bank IDB Invest as Managing Director and Chief of Blended Finance. IDB Invest supports sustainable companies and projects to achieve financial returns and improve economic, social, and environmental development in Latin America and the Caribbean. Swann is the Founder of Resilient Earth Capital, an angel investment community targeting climate start-ups. She also serves on numerous boards, including for the Green Guarantee Company, which dispenses financial guarantees to climate-related investments in the global south.

Co-Founders Ibbi Almufti, Rebecca Birmingham, Sean Merrifield, and Hedi Smida have launched Class 3 Technologies, a software company that helps large property owners and institutions protect themselves from climate-driven disasters. The company owns a proprietary simulation engine — named Iris — that generates engineering-grade risk assessments and resilience strategies to inform effective adaptations. Class 3 is a spin-out from Arup, the global engineering and built environment consultancy.

Truman Seamans has launched OSCAR, a non-profit, open-source platform for governments and supporting organizations that hosts planning tools for climate adaptation and resilience. He is actively courting donors and partners to support the build out of the platform. Seamans previously founded and ran OS-Climate, another open-source project designed to help financial institutions integrate climate risk into their decision making.

New Roles & Promotions

  • Kevin Stiroh has joined Resources for the Future, an economic research and policy non-profit. Stiroh formerly served at the Federal Reserve, where he spearheaded much of the central bank’s climate-related financial risk efforts. In his new role, he serves as a founding member of the advisory committee for the Climate-related Financial and Macroeconomic Risk Initiative. This initiative is a joint effort between Resources for the Future and the Salata Institute for Climate and Sustainability at Harvard University, aiming to assess how climate change threatens global financial stability and broader macroeconomic objectives.

  • Anna Kramer has been appointed to Program Manager at the New York State Energy Research and Development Authority (NYSERDA), where she will oversee products that support building decarbonization and climate resilience. Anna was previously an independent climate consultant focused on technical grant writing, climate adaptation strategies, and resilient infrastructure.

  • Heidi Stiller has been made Senior Advisor at The Water Institute, where she will contribute to the work of its Community Resilience Center. Stiller was formerly South Regional Director for the National Oceanic and Atmospheric Administration’s Office for Coastal Management. She served 21 years total at the agency.

  • Jay Gulledge, formerly Climate Change Integration Advisor at USAID, began a role as Visiting Professor of the Practice at the Keough School of Global Affairs at the University of Notre Dame on September 1. In August, he also took on the position of Director of Scientific Programs at PSE Healthy Energy.

  • Filip Babovic has been promoted to Assistant Director in the Risk Advisory Team at Moody’s Insurance Solutions, where he works on modeling how extreme weather events impact portfolio, capital, and underwriting decisions across financial institutions. Babovic has been with Moody’s-RMS since 2019.

  • Tushar Agarwal has switched from Axa Climate to the Lodha Foundation, a Mumbai-based charity focused on powering India’s development. At the Foundation, he serves as a Program Lead, focusing on integrating climate resilience into urban development.

  • Mike Martello has been appointed Senior Climate Resilience Engineer at HNTB, the US-based infrastructure design firm. He previously served as a Civil Engineer with the US Army Corps of Engineers, where among other tasks he worked on quantifying the direct and indirect costs of flooding for critical infrastructure assets.

  • Samuel Groth has been hired as a Physical Risk Modeler by JP Morgan. He previously worked at Barclays as a quantitative analyst focused on climate physical and transition risks.

  • Emmalina Glinskis has joined Aon as a Senior Associate Director in the Climate Risk Advisory team. Glinskis formerly worked at parametric insurance start-up Floodbase. In her new role, she will focus on climate risk analysis, crafting innovative insurance solutions, and liaising with risk engineers to mitigate on-site hazards.

  • Pete Daw stood down as Head of Climate Change at the Greater London Authority on September 6. In this role, he helped oversee the delivery of the London Climate Resilience Review and supported Mayor Sadiq Khan as Chair of C40 Cities.
