The Senate Homeland Security and Governmental Affairs Committee approved the nomination of Cameron Hamilton to run the Federal Emergency Management Agency (FEMA) on July 22, advancing his bid to become the first permanent FEMA administrator of President Donald Trump’s current term. The nomination is expected to be confirmed by the full Senate this week. Hamilton served as FEMA’s acting administrator from the start of Trump’s second term until he was fired in May 2025 after calling the agency essential — contradicting Trump’s vows at the time to abolish or weaken FEMA — and clashing with then-Homeland Security Secretary Kristi Noem.
CDP, the global environmental disclosure system, has named Beth Thoren as CEO of the CDP Foundation, the charitable organization it is spinning off as part of a broader restructuring that will split CDP into two entities — a commercial business, which will continue to be led by CEO Sherry Madera, and the non-profit foundation. Once formed later this year, the CDP Foundation will use CDP data to drive engagement with business, government, and civil society. Thoren brings more than two decades of experience in environmental conservation and business engagement, including senior roles at Patagonia, where she was Environmental Action & Initiatives Director EMEA, and ClientEarth, where she served as Deputy Chief Executive.

Departures
Gregg Phillips has been pushed out as head of FEMA’s Office of Response and Recovery, according to CNN, which cited four sources describing the departure as involuntary despite the Department of Homeland Security’s characterization of it as personal leave. Phillips was appointed to the role in December, and drew national scrutiny in March after CNN reported on a series of outlandish remarks from his appearances on right-wing podcasts, including a claim that he had been physically teleported to a Waffle House roughly 50 miles from where he had been moments earlier.
Don Park has left Microsoft, where he built the company's Climate Risk and Resilience Program. His last day was July 20. Park said he plans to take a break before deciding on his next move, adding that he intends to stay in climate risk. A spokesperson for Microsoft told Climate Proof: “Our sustainability ambitions, focus on climate resilience in our operations, and broader team remain unchanged and are still in tact.”
Clare Ballantine, Chief Operating Officer at the Howden Foundation, will depart the organization in October after five years. Ballantine joined in 2021 as the Foundation’s first dedicated employee and helped grow it into an operation that has granted over £10mn (US$13.5mn). Her tenure included shaping the Foundation’s climate adaptation and resilience strategy, bringing a focus on extreme heat and drought, and launching the People First Fund for colleague-led giving. She plans to take a break before pursuing her next opportunity.
New Roles & Promotions
Laurent Sabatié has joined SCOR as Head of Natural Catastrophe Risks, based in London. He brings nearly 20 years of experience across the (re)insurance industry and the London market, including senior roles at AIG and ProSight, and most recently co-founded Skyline Partners, where he developed Nat Cat analytics platforms and helped structure catastrophe risk transfer solutions. In his new role, Sabatié will lead SCOR's Nat Cat teams and R&D efforts, focusing on refining the firm's view of risk, advancing modeling capabilities, strengthening governance, and integrating climate and emerging risk perspectives into underwriting and portfolio management.
Becky Swanson has rejoined Oliver Wyman as Head of Climate and Sustainability Strategic Initiatives. She spent the past four years at the US Treasury’s Federal Insurance Office, working on issues affecting the US insurance industry, including how climate change is making it harder for homeowners to find and afford coverage.
Laurie Schoeman has joined JP Morgan as Executive Director, Housing Access & Affordability. She previously served as Senior Advisor on Housing at the White House under President Biden and Vice President Harris, first as a Senior Advisor on climate risk and resilience, and later as Senior Housing Advisor. She also held prior roles at Partners for the Common Good, the World Bank, and California Earthquake Authority.
Dr. Jose DiBella has co-founded ULYSSES Climate Intelligence alongside Sarah Burch and Simon Glauser. The company has launched an AI-enabled platform, ULYSSES (Supply Risks, Early Warning, and Adaptation System), designed to give organizations visibility into physical climate and disaster risks across their supply chains — connecting field-level operations to the C-suite across tier 1, tier 2, and tier 3 suppliers, and generating sector-, region-, and commodity-wide risk intelligence for financial institutions, industry associations, and governments. DiBella was previously Manager of Research and Partnerships at Waterloo Climate Institute.
Whitney McWade has been promoted to Head of Sustainability Strategy and Disclosure at BMO. She will continue leading enterprise sustainability and climate reporting and its evolution toward more regulated sustainability disclosures, alongside advancing strategic sustainability initiatives across the bank.
Caitlin Douglas has started as Policy Fellow — UK Adaptation at the Grantham Research Institute on Climate Change and the Environment, where she will work to make adaptation a national priority and support the National Heat Risk Commission. She was previously a Senior Analyst for the UK’s Climate Change Committee.
